They did this by relocating the recoil spring of the AR to a tube running above the barrel and receiver. It was a clever modification (although the execution left something to be desired), but it came at a very unfortunate time. The very next year, in 1994, the US Assault Weapons Ban was enacted and Olympic’s pistols were prohibited from production. However, Olympic recognized that the definition of “assault pistol” was based first on a semiautomatic handgun with a detachable magazine. If the magazine were not detachable, the gun was not an “assault pistol”, regardless of any other features it might have. So they introduced the OA-96 in 1996, with a 30-round fixed magazine, as well as a barrel shroud, pistol grip, and flash suppressor. In order to reload it, they incorporated a button to easy hinge the upper receiver open, allowing access to the magazine. This was a slick workaround, but of course what they and their customers really wanted was a detachable magazine. Dick’s Sporting Goods, Major Gun Retailer, Stops Selling Assault-Style Weapons

One of the nation’s largest sports retailers, Dick’s Sporting Goods, said Wednesday morning it was immediately ending sales of all assault-style rifles in its stores. The retailer also said that it would no longer sell high-capacity magazines and that it would not sell any gun to anyone under 21 years of age, regardless of local laws. The announcement, made two weeks after the school shooting in Parkland, Fla., that killed 17 students and staff members, is one of the strongest stances taken by corporate America in the national gun debate. It also carries symbolic weight, coming from a prominent national gun seller. Late last week, after coming under attack on social media for their ties to the National Rifle Association, a number of major companies, including Hertz car rental, MetLife insurance and Delta Air Lines, publicly ended those relationships, issuing brief, carefully phrased statements. But Edward Stack, the 63-year-old chief executive of Dick’s whose father founded the store in 1948, is deliberately steering his company directly into the storm, making clear that the company’s new policy was a direct response to the Florida shooting. “When we saw what happened in Parkland, we were so disturbed and upset,” Mr. Stack said in an interview Tuesday evening. “We love these kids and their rallying cry, ‘enough is enough.’ It got to us.” He added, “We’re going to take a stand and step up and tell people our view and, hopefully, bring people along into the conversation.” Mr. Stack said he hoped that conversation would include politicians. As part of its stance, Dick’s is calling on elected officials to enact what it called “common sense gun reform’’ by passing laws to raise the minimum age to purchase guns to 21, to ban assault-type weapons and so-called bump stocks, and to conduct broader universal background checks that include mental-health information and previous interactions with law enforcement. This is not the first time Dick’s has made changes in response to a school massacre. In 2012, after the shooting at Sandy Hook Elementary School that killed 26 people, Dick’s removed assault-style rifles from its main retail stores. But a few months later, the company began carrying the firearms at its outdoor and hunting retail chain, Field & Stream. This time, Mr. Stack said, the changes will be permanent. Mr. Stack said the retailer began scouring its purchase records shortly after the identity of the suspected Parkland shooter, Nikolas Cruz, became known. The company soon discovered it had legally sold a gun to Mr. Cruz in November, though it was not the gun or type of gun used in the school shooting. “But it came to us that we could have been a part of this story,’’ he said. “We said, ‘We don’t want to be a part of this any longer,’” said Mr. Stack. That decision raised rounds of discussions with top executives inside the company as well as the directors, all of whom backed the decision to take a stance, said Mr. Stack. As of Wednesday morning, the company said all AR-15s and other semiautomatic rifles would be removed from its stores and websites. Mr. Stack said Dick’s remained a staunch supporter of the Second Amendment and will continue to sell a variety of sport and hunting firearms. Although he has never been a member of the N.R.A., Mr. Stack said he is, in fact, a gun owner and enjoys trapshooting clay targets. But when it comes to selling guns to individuals under 21 years of age or stocking assault-style rifles, Mr. Stack said his company was done. “We don’t want to be a part of a mass shooting,” he said. On February 5, 2019, Ms. LaDonna Clark addressed City Council alleging that members of the Raleigh Police Department’s Selective Enforcement Unit (SEU) pointed “assault-style” weapons at her 6-year-old child and senior-citizen parents during the service of a search warrant in the 3300 block of Friar Tuck Road.  This search warrant was related to a recent armed robbery involving multiple suspects with firearms.  After a thorough investigation and review of all relevant facts, the Raleigh Police Department is releasing the attached Body Worn Camera (BWC) footage, along with this statement that supports the officers’ actions and addresses the allegations made by Ms. LaDonna Clark. On November 11, 2018, Brian Lamonte Clark, along with two other suspects, robbed the AT&T Store, located at 5100 Capital Blvd.  Detectives determined that Mr. Clark had listed an address in the 3300 block of Friar Tuck Road as his home address during previous arrests.  Detectives sought, and were issued, a search warrant for that residence to search for evidence related to the armed robbery.  Because of Mr. Clark’s prior criminal history, along with the fact he was believed to have been in possession of a firearm during the most recent robbery, SEU was requested to assist with the execution of the warrant.  It is important to note that serving both arrest and search warrants is extremely dangerous.  Since January of this year, numerous officers around the country have been shot and/or killed while attempting to execute warrants.    In an effort to minimize risk to both officers and any occupants of the residence, the decision was made to park an armored vehicle in front of the home, call the residents and ask them to come outside rather than attempting to make an entry of the home knowing that occupants were inside.  Members of SEU, along with robbery detectives arrived at the residence named in the warrant at approximately 5:16 PM on November 14, 2018.  Officers called the residence and Mr. Michael Clark answered the telephone.  They explained to him that they had a search warrant and directed all the occupants of the residence to come outside.  Mr. Michael Clark exited the home at approximately 5:19 PM.  At approximately 5:25 PM Mrs. Wanda Clark, and their six-year-old grandson came outside.  All officers were some distance away and behind cover as the Clarks exited the residence.  No weapons were pointed at the Clarks as they exited the house.   Once the three individuals were out of the house and safely behind the armored vehicle, SEU approached the residence and gave additional commands for anyone else inside to come out.  SEU then entered the residence to ensure that Mr. Brian Lamonte Clark was not hiding somewhere inside.   At approximately 5:38 PM, when SEU was satisfied that the robbery suspect, Brian Lamonte Clark, was not hiding in the home, the family was allowed back inside the residence.  Once inside, the family sat on a sofa as Robbery Detectives completed a search of the residence looking for evidence related to the recent armed robbery, as authorized by the search warrant.   In the spirit of transparency and accountability, the Police Department filed a petition in Superior Court requesting authorization to release video of this incident, in accordance with State law.  The video and investigation do not support Ms. LaDonna Clark’s allegations that her family had rifles pointed at them or that they were made to sit outside for over an hour.  While members of SEU did have rifles, they kept them pointed at the ground or away from people at all times while the Clarks were exiting and outside the home.  Additionally, the footage from the body worn cameras shows that Mr. Michael Clark was outside for approximately 19 minutes and Mrs. Wanda Clark and their grandson were outside for approximately 13 minutes.   While we understand and respect that this was a difficult and challenging situation for the Clark family, the members of the Raleigh Police Department carried out their difficult and dangerous police responsibilities professionally, with respect, and in accordance with law and policies.

Democrats are introducing a bill that would raise the minimum age to buy assault-style weapons, the latest in a multipronged effort to address a string of recent mass shootings and stifle the gun lobby’s sway since taking back the House majority. The bipartisan bill, expected to be introduced by Rep. Anthony Brown (D-Md). Wednesday, would prohibit anyone younger than 21 from buying semi-automatic rifles, with exceptions for active duty military personnel and some police officers. In most states, anyone 18 or older can buy what’s known as an assault-style weapon, even though the federal purchasing age for handguns is 21. Brown’s bill is a repeat of legislation the Maryland Democrat and others offered in the previous Congress after the mass shooting at the Marjory Stoneman Douglas High School in Parkland, Fla., left 17 students and school staffers dead. That effort failed to pass, but this time Democrats have the House majority on their side. Brown acknowledged that creating age restrictions is far from his ideal, and he would prefer an outright ban: “I’m all about banning assault weapons,” he said in an interview. But Brown first introduced the bill in the House last year because President Donald Trump himself endorsed it in the days after the Parkland shooting. “Where’d I get this idea from? I got it from President Trump,” Brown said. Three Republicans have so far signed on: Reps. Brian Fitzpatrick of Pennsylvania, Brian Mast of Florida and Peter King of New York. The one other Republican who backed the effort last year, Pennsylvania Rep. Charlie Dent, has retired. Last March, Trump told a group of lawmakers in a meeting that aired live on cable news that he supported raising the minimum age to purchase semi-automatic weapons to 21. “It doesn’t make sense that I have to wait until I’m 21 to get a handgun, but I can get this weapon at 18,” Trump said then. The remark stunned Capitol Hill. Within weeks, however, Trump reversed his position after a high-profile meeting with the National Rifle Association. The Raise the Age act is part of a high-profile effort by House Democrats to combat both gun violence and the NRA’s influence over Congress; the latter has effectively prevented any meaningful gun safety legislation from moving in years despite a string of high-profile massacres. Brown hopes his bill will be among several gun control measures that get a floor vote this summer. The first measure expected to come up for a vote on the House floor is a bill to mandate universal background checks for most gun purchases, including private transactions. Rep. Mike Thompson of California, chairman of the Democratic “gun violence prevention task force,” introduced that bill in early January shortly after Democrats took control of the chamber. Brown said he has had only “informal conversations” with Democratic leaders about his bill but hopes it will be included in a broader Democratic effort that will likely be centered around the background checks proposal. That bill has 221 co-sponsors, including five Republicans. So far, Brown’s bill has dozens of co-sponsors, including high-profile gun control supporters like Rep. Lucy McBath (D-Ga)., whose 17-year-old son was killed in a shooting in 2012. The bill mirrored a measure in the Senate, co-authored by Sens. Dianne Feinstein (D-Calif). and Jeff Flake (R-Ariz).. With Flake gone, Brown said it’s unclear which Republican may fill his spot, though he said he plans to target Senate Republicans who are up for reelection in 2020. “I believe that there is a majority in the Senate that would view this as very reasonable to raise the age on assault weapons,” Brown said. Across the U.S., the vast majority of states allow young people younger than 21 to purchase semi-automatic weapons, according to the Giffords Law Center. A handful of states moved to act in 2018 after the suspect in the Parkland shooting, then 19 years old, used a semi-automatic rifle he had legally purchased in the attack. Among the states was GOP-dominated Florida, where the NRA is now suing the state over the restriction. Brown’s home state of Maryland is among the few that already ban semi-automatic sales to people younger than 21. Three men have been arrested in association with a robbery that sent shockwaves through local law enforcement. Nearly 50 assault style weapons were stolen from a gun and pawn shop in Orange City.
